Israel has exposed plans to build nearly 1,300 housing units for Jewish settlers in busy East Jerusalem.
A construction settlement is illegal under international law and current efforts to revive Israeli-Palestinian quiet talks have delayed over the issue.
The statement comes as Israel's Prime Minister, Benjamin Netanyahu, is on a bureaucrat visit to the US.
Palestinian officials have allegedly described the move as an Israeli effort to sabotage the talks.
